Factory recently acquired issue-generator package which is very annoying
but some people decided to make it obligatory for every single openSUSE
Tumbleweed installation. The workaround is this fake empty package which
does nothing and contains nothing but provides "issue-generator" package
with sufficiently high version to beat the official annoying one.
