File pdebuild-double-checkbuilddeps.patch of Package pbuilder

dpkg-checkbuilddeps is also called by dpkg-buildpackage -S
And this call is actually configurable with --debbuildopts, unlike
this hardcoded one (important on rpm systems which will surely fail
the check).
