- provide systemd service and tmpfiles on newer systems
- added patches (based on Debian patches):
  + policyd-weight-change_lockpath.patch 
  + policyd-weight-remove_dns_bl_servers.patch 
  + policyd-weight-replace_net_dns_dn_expand.patch
  + policyd-weight-ignore_rfc1918_a_records_config_option.patch
- use /var/run/policyd-weight as path for locks
- introduced new config option $IGNORE_RFC1918_A. If enabled A 
  records with RFC1918 addresses aren't treated as bogus addresses
  by policyd-weight and therefore bogus_mx_score isn't added.

- also stop the cache instance on stop

- updated to 0.1.15b3:
  + if the (postfix-ly verified, i.e not unknown) client hostname
    belongs to the sender domain then this was not honoured
    WARNING: the fix required a rather invasive reordering, this
    might have broken other stuff. ALPHA ALPHA ALPHA!
- copied 0.1.15b2 to server:mail from home:pheinlein, rebased on
  official source from sf.net
