- Update to release 0.20
  * parse_only` was added to `DecoderSettings` and
    `GetFramesMeanQpInTemporalUnit()` to the `Decoder` class. NOTE:
    This function is C++ only and is not exposed via the C API.
  * This release also includes a mix of build and sanitizer related
    fixes.
- Update lname define following upstream soname change.
