- update to upstream 0.3.6

- adjust metalink-fix_lib_order.patch to upstream changes
- reformat spec file, fill historic changelog from spec file
- add pgk-config and glibmm2-devel build requirements

- fix build on CentOS5, by commenting the help2man calls that
  create the man page. CentOS5 doesn't have help2man.

- remove debug_package macro from spec file, which leads to a 
  conflict if debug packages are already enabled via the project 
  config.

- work around a compile error on openSUSE 11.0 and later.

  This is the workaround given there.
