        * sysdeps/unix/sysv/linux/getsysstats.c (__get_nprocs): Use
        /sys/devices/system/cpu/online if it is usable.

        * sysdeps/unix/sysv/linux/getsysstats.c (__get_nprocs): Rate limit
        reading the information from the /proc filesystem to once a second.
