- update to 1.4:
  * updates were made to compile with gcc 4.x or VC8
  * it is now easier to use in dynamic modules
  * thread safety was improved. 

- renamed the subpackages to be openSUSE Shared Library Policy compliant

- split out documentation into librlog%{soname}-doc
