File irssi-otr-0.3-cmake-2.8.8-bug13125-fix.patch of Package irc-otr

Explicitly set PKG_CONFIG_FOUND as CMake 2.8.8 contains a regression that
doesn't set it, also see http://www.cmake.org/Bug/view.php?id=13125
the spec file has BuildRequires: cmake >= 2.4.7 anyway
