File efitools-c23.patch of Package efitools

 - C23 has "bool" as a keyword
 - gcc-15 compiles w/ -std=gnu23 by default
 - the code in lib/asn1 dates from before 2012, it defines and uses
   it's own "bool", so compile the code there w/ -std=gnu11
