  I think as long as the package using CEDICT is also available for
download elsewhere for free (either separately or as part of an ISO)
then this is OK and within the scope of the license.

  I am Erik Peterson, a graduate student in computational linguistics at
Carnegie Mellon University.  My undergraduate degree is in Chinese and
I've been studying it since then.  After the originator of CEDICT, Paul
Denisowski, disappeared I took over maintenance and growth of the
dictionary.

  cedict@chinesetools.com is the right address to send questions and
submissions to.  I can also be reached at erik@mandarintools.com.
