- update to 0.4.0:
  * Bump minimum GLib to 2.76
  * Use g_string_free_and_steal
  * Add Hasl.Context.done to reset a context
  * Add Hasl.Context:server-mechanisms
- switch to the sf mirror, so we have signed tarballs
