- Update to version 1.3.0:
  * Drop functions I deprecated months ago
  * update constants from upstream
  * use tuples not lists for constants
  * fix a one item tuple
  * update gitignore
  * drop unnecessary comment
  * Add version to __init__.py and add a release script
  * Update README to mention const module
  * Add a CHANGELOG to prepare for a proper release
- move to singlespec
