- Temporarily drop needs-restarting files from dnf-utils until
  zypper splits them out into zypper-needs-restarting subpackage
  (gh#openSUSE/zypper#254)
- Add conflicts to yum-changelog and zypper-needs-restarting to
  dnf-utils
