- Upgrade to version 0.13.18 which can be built and used with
  java 11
  * Speeds-up drastically build time on platforms where java 8
    is not accelerated
  * Bootstrap build with the same version os sbt
- Remove patches:
  * sbt-0.13.1-RC3-release-scala.patch
  * sbt-0.13.1-ivy-2.3.0.patch
  * sbt-0.13.1-ivy-2.4.0.patch
  * sbt-0.13.1-ivy-docs.patch
  * sbt-0.13.1-sbt-scala.patch
    + not needed with this version
- Modified patch:
  * sbt-0.13.1-sxr.patch -> sbt-0.13.13-sxr.patch
    + rediff to the changed context
- Added patches:
  * sbt-0.13.17-lines.patch
    + Avoid name clash with functions in Java 11
  * sbt-0.13.18-build-sbt.patch
    + Disable build targets that are useless for build of rpm

- Initial packaging of sbt 0.13.1 as a _multibuild package in order
  to allow bootstrapping
