- update to version 0.2.1
  * C++17 build compatibility.
  * Cleanup compilation warnings with modern GCC.
  * Documentation: Remove references to mailing lists not in use
    anymore.
  * Documentation: Clean up obsolete links and use HTTPS links.
- Drop 003-cpp17-const.patch and 004-cpp17-nothrow.patch as they
  are part of the release
