- since we moved to gz compression, we can remove zstd from BuildRequires
- switch to noarch, as it actually doesn't include any binaries

- in _service change 'recompress' compression from 'zst' to 'gz'
  and use '...tar.gz' in goipp.spec because 'zst' seems to be
  not supported in the build environments for 15.4 and 15.5
