  * licence is BSD-3-Clause
  * apply Python packaging standards
  * rename from ctypesgen to python-ctypesgen, with obsoletes/
    provides and same versioning scheme
  * drop fix-python-path.diff

  * fix executable permissions
  * generate manual page
