  + fixed segfault when dupserver list was empty
- use the correct nagios/icinga command groups in subpackages
- disable post-build-checks on 12.3 and 13.1 as those contain a 
  (for us) broken 09-check-packaged-twice check. Refer to the 
  description in spec file for details.

  descriptor once logrotate ran and the neb-module is loaded
