Subject: Fix type confusion in xmlValidateOneNamespace

Comment out code that casts xmlNsPtr to xmlAttrPtr. ID types on
namespace declarations make no practical sense anyway.

Fixes bug 780228.

Found with libFuzzer and ASan.
