Fake packages for the test suite - Base project

The two subprojects allow testing installations and updates:
- Pool
- Updates

Fake packages for the test suite - Pool

Note: we build against Tumbleweed and Ubuntu 18.04 only, but use the packages for every OS and each version, including CentOS and openSUSE.

Tumbleweed is built on Factory, and the majority of the packages we would need in the Tumbleweed-Uyuni-Client-Tools are already part of the distro.
This project provides this subset of packages for easier use in CI and testing, and it doesn't require to sync too many additional packages for the testing.

This project should be only used in this context, while on a regular Uyuni instance, what is not available in the official Tumbleweed-Uyuni-Client-Tools should just be consumed from the official Tumbleweed repositories.
