Local OBS (sub)project created to add the missing blkid command (and properly configure it) to sriov-network-operator-config-daemon package/image

Local OBS (sub)project created to bump version for all the sriov-related packages "officially" handled in isv:SUSE:Edge:Factory project

Adds patches to (1) sriov-network-operator SRPM (currently based on v1.6.0 upstream rel.; patched to include changes from https://github.com/k8snetworkplumbingwg/sriov-network-operator/pull/946/changes) and to (2) networks-resource-injector srpm (currently based on v1.8.0 upstream rel.; patched to include changes from https://github.com/k8snetworkplumbingwg/network-resources-injector/pull/187/changes) so the two related dynamic admission controllers webhooks can reload renewed certificates.
Introduced patches are to be removed once sriov-network-operator and network-resources-injector upstreams releasing new versions (not known when it is to happen) and so taking those new upstream releases as design base for these SRPMs.
