Rebuild of eObcanka from government provided deb.

I did generate the %files section from the dpkg --contents eObcanka
move autostart capabiility from opensuse-welcome to opensuse-welcome-launcher.
opensuse-welcome-launcher will then trigger suitable greeter for given session.
The end goal is gnome-tour on GNOME, plasma-welcome on Plasma, opensuse-welcome as a fallback and later drop Qt5 based opensuse-welcome.
Current state is that we dropped autostart capability from welcome, and for initial transition we'll only execute opensuse-welcome, re-needle openQA. And proceed to gnome-tour next. Re-needle openQA ... you know the drill.
