ebiso upgrade to version 0.2.4 to have a clean package of the latest official upstream release that contains in particular all current fixes (in general regarding ebiso see fate#319332 and bsc#931824)

new package ebiso that is needed as helper tool by rear since version 1.18 for making a UEFI bootable rear recovery system ISO image (fate#319332). The current rear version 1.18 (probably with enhancements regarding ebiso from the current rear upstream GitHub master) will be also submitted to SUSE:SLE-12-SP2:GA provided ebiso is accepted for SUSE:SLE-12-SP2:GA
