openssl SLE-12-SP4 packages will now copy the SLE-15 structure.

openssl - meta-package that pulls in the 1.0.2 openssl
 openssl-1_0_0 - the original SLE-12 openssl 1.0.2
 openssl-1_1 - openssl 1.1.x library requested by fate#325336
