Update and try to fix build:
- Switch to “osc vc” for changelog editing
* entry loses version though
- Update to wtf16 patchkit
- Drop openssl-devel from Build-Depends
- Fix configure invocation for a4r build to not require OpenSSL
- Insist on “real” configure invocation to use just-built a4r
- Use recent config.{guess,sub} from MirBSD for arm64/ppc64el/riscv
