changed packaging and versioning approach

- changed version format, base version is appended OBS version
  which is combination of timestamp and git commit id
- package now includes all the files binary, wrapper script, plugin 
  config, readme and license file. All these files will be shipped 
  as a single package and installed in the helm cli plugin directory 
  @ ${HELM_HOME}/plugins/certgen-xxxx
