Add lirc-0.11.0dev-failed_on_sync.patch

  * The deprecated lircd --release parameter is dropped.
  * Notify systemd on successful startup. This allows systemd to
    detect the case where we've failed to startup due to a failure
    to parse our config files.
- Configure to build lircd-uinput binary and service.
- Move the ancient version mentioning in baselib.conf.
- Add autoconf, automake, libtool and libsystemd BuildRequires -
  all it really needed for build now.
- Enable Portaudio LIRC user-space driver build. It putted in a separate
  subpackage and may be useful in some cases.

  * The deprecated generation of lirc.hwdb is dropped. Use
    the configs/*.conf or the python database.py instead.
