- Enable mpitests-openmpi3 for SLE >= 15-SP2
- Support releases with openmpi not yet renamed

- openmpi was renamed into openmpi1

- Fix compatibility for SLE12*
- Sync changelog with SLES12SP3

- Add a bcond to force build against openmpi3 on SLE

- Drop associated patches:
  - mpitests-link_to_libm.patch
  - mpitests-order_of_evaluation.patch
  - mpitests-codecleanup.patch
  - mpitests-rpm_opt_flags.patch
- Build against openmpi-1.10. bsc#1035326
