Adapt Dockerfile

* Replace deprecated MAINTAINER keyword with LABEL
* Introduce ARG for RELEASE (makes it easier to
  change one variable)
* Slightly reformat some lines
* Introduce zypper --gpg-auto-import-keys ref
* Use long option names in commands
* Use xargs to read from file
