We need msbuild for never versions of fsharp (and, maybe for never mono-basic too). It is incredibly hard to compile msbuild with OBS, and it will violate some rules for OpenSUSE:Factory distribution.

So, instead of buggy and overcomplicated full build that almost impossible to maintain, we can simply repackage official centos7 packages from mono-project.com.

I do not see any other options for us to have a decent msbuild package in Mono:Factory, we need it there to support never fsharp and maybe other packages.
