libclc's repository seems to be obsoleted (https://github.com/llvm-mirror/libclc) and is moved directly into LLVM but LLVM doesn't seem to be building or even packaging it: https://github.com/llvm/llvm-project/tree/master/libclc
Fixed with sr#845078, tarballs for libclc are now available (https://bugs.llvm.org/show_bug.cgi?id=47917).
