I cannot install this version using zypper (errored with File './x86_64/xfwm4-4.16.1+git.264.53d102160-2.1.x86_64.rpm' not found on medium 'https://download.opensuse.org/repositories/X11:/xfce:/rat/openSUSE_Tumbleweed/'). However, I can download a newer version of the rpm, then install it manually.
Same situation occurs with catfish and xfdashboard.
for some reason the binaries aren't being published for x86_64. I tried triggering a rebuild

That sound a lot like you're getting an out of date / broken mirror
How can I get a list of mirrors that zypper uses?
I don't think there's a way to get a list from zypper itself, all you can do is check /var/log/zypper.log for the failed download to see what mirror was used at that moment
