The upstream sources of package graphics:pgflib contain a console utility "pgfconsole". That utility is pretty much the only way to convert PGF graphics files under linux but is not part of package libpgf. My #sr761708 to build pgfconsole as a subpackage of pgflib was first accepted but later reversed because the utility should better become a separate package.
