SIP tool to use python sip bindings
https://www.riverbankcomputing.com/software/sip
SIP is a tool that makes it very easy to create Python bindings for C
and C++ libraries. It was originally developed to create PyQt, the
Python bindings for the Qt toolkit, but can be used to create bindings
for any C or C++ library.
Needed to build krita on Leap 15.5/15.6, KDE:Qt5 doesn't currently contain python3-sip anymore, only python311-sip, and python3-sip from the standard repo requires an older python3-sip6 (sigh...)
