A Networked Sound Server

Edit Package pulseaudio

pulseaudio is a networked sound server for Linux, other Unix like
operating systems and Microsoft Windows. It is intended to be an
improved drop-in replacement for the Enlightened Sound Daemon (ESOUND).

As requested in submit request #41449 I added these changes and submitted to OBS:multimedia:libs. I merged part of the changes (log target from syslog to journal) from factory into this request. I did not merge the change to build without tcpd as the reason listed for that change was that tcpd is unmaintained however on SLES12 we install that package by default so it must be maintained in SLE12.
