POE-based Parser for the IRC Protocol

POE::Filter::IRCD provides a convenient way of parsing and creating IRC protocol lines. It provides the parsing engine for POE::Component::Server::IRC and POE::Component::IRC.
A standalone version exists as Parse::IRC.
