Advanced network latency monitor

SmokePing is a network latency monitor which works in a way that is similar to
MRTG. It measures network latency to a configurable set of destinations on the
network, and displays its findings in easy-to-read Web pages. SmokePing has
special support for monitoring hosts with dynamic IP addresses. SmokePing uses
RRDtool as its logging and graphing back-end, making the system very efficient.
The presentation of the data on the Web is done through a CGI which creates
graphs on demand.

- Modified basepage.html so that it uses absolute links for css/js
- Added perl-CGI-Carp and perl-FCGI to required pacakges
- Added apache2-mod_fcgid to required pacakges
- Created /var/lib/smokeping/data and /var/lib/smokeping/cache
- The PERL Authen::Radius module was causing the associated probe
to fail for whatever reason. Disabled that probe until someone
with a vested interest comes along to figure out why it bombs.

- Added patch to silence some log noise
- Added patch to change default configs to something more sane
- Added patch to change filesystem paths to more distro friendly locations
- Remove third party perl crazyness since we don't need to use cpan
- Added patch to remove dates from email, let the email be the timestamp
- IO::Pty is part of IO:Tty, so changed the requires to just be IO::Tty
- Reworked spec file to bring it more up to date with OpenSuSE
- Upgraded to v.2.7.3

- Added openssl-devel for new dependencies
- fixed smokeping.conf for apache to limit IP access correctly
- Disabled the source from building local perl modules in makefile
since that results in about a dozen locally installed PERL
packages in the build tree that shouldn't be there
- All PERL dependencies moved into the spec file from the above
- Corrected the apache permission options in smokeping.conf
