Conbee II Zigbee stick has a configuration 1, But it feedbacks 0 if the ctrl message is from userspace via ioctl. This behaviour looks like those buggy devices who have a configuration 0. The patch workarounds the bug#1217492 by hardcodeing bConfigurationValue to 1 for Conbee II Zigbee stick.
