The Goal

  1. Make use of CMake + Ninja JOB_POOLS to restrict compile and link jobs;
  2. Borrow LLVM's %set_job macro to limit the memory used per job for compilation and linkage stages;
  3. Switch to Gold Linker Plugin as upstream's docs say it's largely used and it should make building faster, overall. That plus CCache (already in use) should bring down rebuild times.
