- update to 3.2.16:
  * * Fix and modernize the Python packaging

  * Fix building on various platforms when using CMake.
  - This release fixes unicode issues in the Python bindings,

    for use with cross-signing.  The new functions are
    olm_clear_pk_signing, olm_pk_signing_key_from_seed,
