Better support is available for additional compilers, build systems, cross compilation, and locating dependencies and determining their build requirements.
The scikit-build package is fundamentally just glue between the setuptools Python module and CMake.

- Update to 0.16.7
* Added SKBUILD_GNU_SKIP_LOCAL_SYMBOL_EXPORT_OVERRIDE to disable
script in #848, thanks to @aaron-bray and @vyasr.
* Address a new warning from setuptools in our test suite in
#859.
* Move to using Ruff, update to Black 23, and use Flynt to move
more code to f-strings. (forwarded request 1077046 from bnavigator)
