This is the Microsoft Azure Consumption Management Client Library.

Azure Resource Manager (ARM) is the next generation of management APIs that
replace the old Azure Service Management (ASM).

This package has been tested with Python 2.7, 3.3, 3.4, 3.5 and 3.6.

- Switch package to modern Python Stack on SLE-15
  + Use Python 3.11 on SLE-15 by default
  + Add Obsoletes for old python3 package on SLE-15

- Switch build system from setuptools to pyproject.toml
