We need this update due to:

can't install perl-App-cpanminus-1.7039-1.1.noarch:
  nothing provides perl(local::lib) needed by perl-App-cpanminus-1.7039-1.1.noarch

In order to build perl(local::lib), perl-ExtUtils-MakeMaker >= 7.0 is needed.
