- add support for AL2023 - Builds on CentOS_[5678] and possibly other distros failed because their 'rpm' didn't recognize the "Recommends:" tag. I've wrapped that tag in an "%if 0%{?suse_version}" to work around it. - simplifiy conditions for all rhel like distros to skip testsuite - fix for Fedora 30/Rawhide not available otherwise

Question regarding the new @VERSION@ functionality being added to OBS Build Service from v.0.6.0
@dirkmueller Would the
.dsc
below at runtime for Debian, Raspbian and Ubuntu be correctly adapted regarding @VERSION@ variable exchanged to let's say0.6.2+git12abcd
