Base container for openSUSE heroes infrastructure

This is the base container for the openSUSE heroes infrastructure. It is based on the standard openSUSE Leap Container.
Differences:
* the openSUSE:infrastructure repository is added
* the ca-certificates-freeipa-opensuse package is installed
