A modern replacement for NSCA

The NSCA-ng package provides a client-server pair which makes the "Nagios
command file" accessible to remote systems. This allows for submitting
passive check results, downtimes, and many other commands to Nagios (or
compatible monitoring solutions).
NSCA-ng supports TLS encryption and shared-secret authentication with
client-specific passwords (based on RFC 4279), as well as fine-grained
authorization control.

- Reduce the support only for openSUSE - Make sure we build on Tumbleweed - Run also the generic tests not just perl ones - Disable perl module as it fails to build with them on new openssl releases due to refactoring done in bio.h (the same problem is in the python modules) - Due to ssl requirements that are too high simply always require systemd package as all systems with new enough openssl contain systemd too
