This update fixes the following issues with osc:
- Update to version 0.146
+ support maintenance release request with acceptinfo data (OBS 2.6)
+ setlinkrev can be used to update frozen links to current revisions again

+ support bugowner request handling for groups
+ support usage of fedoras mock to build packages
+ support build --prefer-pkgs for Arch linux
+ support bash-completion for .kiwi files
