pcp: Update to 3.6.4

This update fixes the following issues for pcp:
- 732763: Use upstream based spec file to support combined SUSE/RH builds
- Remove fix_cpan_pmda_manifest.patch, no longer needed with fixed upstream tarball.
- Remove invalid cpan/PMDA manifest entry.
- Update to pcp-3.6.4.
+ Fix build on s390x platform (thanks to Dan Horak)
+ Rethink order of PATH setting for pcp start scripts, to ensure binaries from other packages with names that conflict with pcp binaries are not found ahead of the same-named pcp binary.
- Update to pcp-3.6.3.
+ Revert initial attempt at getting configure --prefix option to make sense for local developer PCP installations
+ Fix RPM changelog typo in in-tree spec file
