For the same reason we have 15.6 here I guess. Allowing leap 16.0 users to install newer packages from this dev repo if they want to.
That's why I commented on all obs dev repos that build against 15.6 but not 16.0.
If it doesn't make sense to build packages of this devel repo for 16.0 and further leap releases,
then don't add it.
