Literally, does it build. If yes, then we promote to Staging where actual testing occurs.

We can build ROS Humble core and base on opensuse 16.0 but anything past that requires older versions of gazebo and that just goes down a rabbit hole of incompatible older versions of packages.

The recommended version of Ignition Gazebo is Fortress

That version of Ignition/Gazebo requires Ogre 1.9.0 or Ogre2 2.2.0
